Land use planning and the land policy guide the land use of the City of Järvenpää. The aim is to create an economically, functionally and qualitatively high-class urban environment.

Land use planning determines how various functions, such as housing, business premises and services, are located and how traffic is organised in the city.

Services

Urban Development serves the residents at Järvenpää-info in such matters as city planning and detailed planning, property formation and registration and the sale and lease of the City’s plots. Permits related to construction are handled at Lupapiste.

Town planning

Town planning governs the detailed organisation, construction and development of land use. Town planning designates the necessary areas for various purposes and guides construction and other land use in a way that promotes local conditions, urban and landscape character, good building practice and the use of the existing building stock.

The preparation of a town land-use plan is an interactive, step-by-step process governed by the Land Use and Building Act. The City Council approves major town plans. Changes to town land-use plans that do not have a significant environmental impact are approved by the Urban Development Committee.

Järvenpää’s town planning is the responsibility of the Urban Development Planning and Transport Unit.

Land acquisition and use

The main objective of land acquisition policy is to ensure that the City acquires raw land at the right time, at the right price, in the right areas and in sufficient quantities. The acquisition of raw land is guided by the general zoning plan and the housing and land disposal programmes.

Land disposal is aimed at maintaining a diverse and affordable supply of land for housing, business and other social needs.

General zoning plan

The general zoning plan is the municipality’s general land use plan. Its purpose is to organise the location and interconnection of different community activities, such as housing, services, jobs and recreational areas. The general zoning plan guides the preparation of land-use plans and other more detailed planning.

A general zoning plan may cover the whole municipality or a specific part of it, in which case it is called a sub-planning. The plan is presented on a map and is accompanied by plan indications and provisions and an explanatory memorandum. The content requirements for a general plan are laid down in the Land Use and Building Act.
